I cheated, it's put together from 4 seperate 3D renders, a bit of post proccessing in Photoshop to help the shadows look less muted, and a handful of pixels dotted by hand to emphasie its eye.

I wouldn't be surprised if it's too hard to fit into a 256 palette (if for some reason you were using an engine from the early 2000s that doesn't support a character made out of more than one sprite) but I'm really pleased at making a decent looking result with almost no manual cleaning-up.
